Ken,
The word “verified alarm” is creating confusion between the alarm industry and police.  The alarm industry has worked hard verifying “user error,” the main cause of false alarms.  Using proven tools like ECV [electronic call verification], we verify the alarm is false and reduce needless dispatches.
In contrast, a “verified alarm” for police means that the central station has verified a probable crime-in-progress.  Responding officers will likely make an arrest if they arrive soon enough.  The same term with 2 different meanings and 2 different outcomes.
One police chief in California gives an incentive to alarms that verify a crime-in-progress.  This same chief calculated that he spent $750,000 on making 7 arrests responding to burglar alarms.  The incentive policy for video and audio verified crimes-in-progress is meant to help reduce the cost per arrest.

An interesting contrast in perception.  The alarm industry utilizes ECV to confirm a false alarm.  Cops don't think an alarm is verified unless there is confirmation of crime in progress, which is a lot different than confirmation that an alarm is false or no confirmation at all, which is the case when no one answers at the premises when the ECV is made.
Keith's product, Videofied, is a camera system activated by the alarm that sends video clips to the central station so that the operator can view the data, hopefully seeing who entered the premises or what's occuring at the premises.  This would confirm a crime in progress rather than verification that the alarm is false.
I don't see how the police or the public reconciles police protection, personal safety and wellbeing, defensive measures to deter or detect illegal, dangerous or emergency situations.  It's apparent that alarm systems are deemed necessary in today's environment.  Fire alarm systems are required.  Other types of systems, such as surveillance, is required in some business settings.  Obviously law enforcement and fire personnel accept the fact that alarm systems assist the police and fire departments in their performance of their governmental duties.  I don't believe I've seen any municipality outlaw alarm systems of any type, though dialers were outlawed, but that only forced modernation of the existing alarm systems.
Requiring confirmation by video or audio or some other reliable method is already here and likely to spread.  The technology exists, such as Videofied, and using these tools for ECV or Alarm Verification as defined by law enforcement is something the alarm industry should embrace.  Better and more equipment, services and technology means more RMR.  If you use the Standard Form Agreements, particularly the All in One forms, you will see that these forms encourage additional equipment, systems, services and RMR.  What are you waiting for?
