Question - town seems to be getting ready to track and fine false alarms

    I just received this info from my monitoring center that I use.  It seems TOWNSHIP OF BELLEVILLE, NJ  has hired 3rd party company to do alarm administration etc for them/police.  From what is says, they want a list of all my customers in excel format by e-mail, designated person for false alarms, be fully familiar with local ordinance, etc.
    If every town in NJ requires similar over regulations, and there are 566 municipalities in NJ this will be pure just insanity.  I just can’t believe that municipalities fall pray to these companies and use their so called services, and reverse is true, too, where municipalities seek such services and sell themselves out to others.  There should be one regulation- state wide regulations and that’s it.  I am including initial information that I just got from them yesterday, but they forgot send it with attachments so eventually I will get it.  What should be done in this case and is there anything that any alarm co can do at this point.  I don’t want to give out any info to a private company.  I know there were situations like this before with other townships/cities but do not remember what was the best advise.

Good afternoon, my name is Janie Morin. If you install alarm systems or monitor alarms in Township of Belleville, NJ please read the rest of this email and the attachments.
       Our company, PMAM Corporation was contracted to administer the Township of Belleville’s Alarm Program.
Attached you will find a letter from the Chief of Police of the Township of Belleville along with a letter from us explaining the ordinance and the information required by alarm and monitoring companies servicing the Township of Belleville, NJ. One of the requirements is a list of your existing customers. Please provide the list of your existing customers you have installed or currently monitor that reside only in the town limits of the Township of Belleville, NJ. PMAM Corporation would like to receive the address information in a Microsoft Excel format via email at falsealarmnewinstalls@pmam-copsource.com.
       In addition, Each Alarm Installation Company and Alarm Monitoring Company must designate one individual as the Alarm Response Manager (ARM) for the company. The individual designated as the ARM must be knowledgeable of the provisions of this Ordinance, as well as have the knowledge and authority to deal with False Alarm issues and respond to requests from the Alarm Administrator. The name, contact number, and email address of the ARM must be provided to the Alarm Administrator (PMAM).
       PMAM Corporation would like to thank you for your cooperation in working with us to reduce false alarms! The goal of the Alarm Program is to notify all alarm companies and their alarm customers in regards to the alarm ordinance and to encourage alarm companies and their alarm customers to be responsible for the installed alarm system, and the alarm users be held accountable for the alarm systems operation. Working together, we can continue to reduce the number of false alarms.
    Please do not hesitate to contact us if you have any questions. We are looking forward to working with you and your alarm customers.
    Information provided in accordance with this requirement shall be treated as private and proprietary information and not made available to any person outside of the Township of Belleville Police Department or PMAM Corporation.

    Let's see how other alarm companies respond and what enforcement teeth the municipality gives this new regulation.  Other municipalities have registration and permits in place so they know the alarm company's subscribers.

Request for info - PA considering following DE allowing State Police to impose fines

    Municipalities imposing fines for false alarms is nothing new.  Apparently Delaware permits its State Police to impose the fines and now PA is considering such law.  Here is a request if anyone knows of other states that permit its State Police to impose the fines, as opposed to the municipality imposing the fine.  You can send any info you have directly to Charlie Dexter or to me for general circulation.

Dear Mr. Kirschenbaum,
    The State of Delaware recently implemented their law allowing the Delaware State Police to charge businesses and homeowners for false burglar alarms.  As a research analyst with the Pennsylvania State Senate, I am conducting a review to determine if any other states have a similar provision relative to their state police.  I am aware of the various provisions allowing local municipalities to enact ordinances on the issue but my inquiry is specific to state police imposing the charge or fine.

So the VOIP Providers say in their instructions that you should go to a NEIGHBOR with an ANALOG phone to dial 911?  That is VOIP SALES TALK FOR:
 
"Go to your neighbor who was smart enough to tell us he was not interested in our service and USE HIS PHONE."
