Ken,
    I enjoyed your post about the different dealers discussing their AHJ's approach to codes.  This got me thinking.  As the technical guy for a manufacturer for many years, I got to see some of the best and some of the worst installations in the world.  The record breaker for the fire system though was while having a breakfast meeting with an alarm dealer I asked the dealer about his commercial fire license in the state and how difficult it was to get (I was new in the commercial fire world at the time having been the "intrusion and video guy" for over a decade).  The dealer looked me straight in the eye and said "I don't use those expensive smoke and heat detectors and nobody out here can afford those expensive commercial fire panels.  I just use a lot of infrared motion detectors on the intrusion panel.  Fires have a lot of infrared energy.  The alarm goes off, the police arrive, they see the smoke and fire and call out the fire department."  
    Seriously.  After paying for breakfast and driving an hour to my next call, I got on my car phone (yeah, it's been that long ago), called my boss, and asked if it was possible to make it so a dealer could not buy our equipment so we wouldn't be caught up in the mess that he would eventually be involved in.  Yes, they are out there and they multiply.

    I speak to quite a few dealers who tell me they don't have AHJ oversight by a Fire Marshal or building code enforcement.  I suppose that does effect budgets and fire alarm companies accepting reduced standards.  More than likely it will take a catastrophe to wake the town up to start enforcing laws that I am sure are on the books somewhere.
