          What about for customers who refused to sign a 3 year contract and only have a one year contract? What if the contract is expired?  How about customers that refused to sign a contract and you still provide service?  BTW, this is the same customer who constantly asks for a bargain/discount and nothing is good enough.

          Here’s the thing about the advice to raise RMR rates by up to 9% per year, you have to be using the Standard Form Agreements because the right to increase is in those contracts; I can’t advise on other contract forms. 
          If you reduce the printed term in the Standard Form Agreements [5 years for residential and 10 years for commercial] then you have that many less years to raise the rates.  Obviously if you delete the raise provision then you can’t raise the rate.
          If the original contract term has expired and the contract is in renewal you can raise the rate, but since it’s in renewal the customer can cancel on 30 day notice.  You can raise the rate 9% per year without notice, even in renewal.  In the renewal term you can raise more than 9% but you will need to give notice to the customer.
          Regarding the customer who refuses to sign a contract and you provide service anyway?  Did you really ask me that?  Do no work for a customer without a signed contract.  If you do raising prices will be the least of your problems.
          When you change services you can of course increase the RMR.  That will be part of the new service contract, which will be in a new All in One or a Supplemental Rider. 
          Can you raise the RMR during the contract term beyond the 9%?  Not really; you will be in breach of the contract if you raise the RMR beyond the 9% per year without notice and consent of the subscriber.
