"NATIONAL SECURITY" OR JUST PEEPING TOMS-
Your cautions and warnings on cameras and placements are good advice.
Years ago I was approached by a foreign entity that was housed in a building as a diplomatic consulate. The director requested that I put cameras inside the building in areas that I felt may be sensitive in terms of privacy like private offices, dressing areas and maybe even bathrooms. He told me it was a matter of his own national security even though I told him I had concerns about doing this job because of right to privacy aspects,  etc.
He informed me that he would pay whatever amount that I wished("blank check") and advised me that since they were a foreign entity/government they were exempt from domestic laws and liability exposure in a court of law in the US.
I was very tempted to take the job but I did defer and refused it.
In hindsight I think I made the right decision because even if this entity had some sort of diplomatic immunity, I may not in a US court of law!
The question comes to mind though, how well does K&K contract stand up against potential foreign entities that might in fact have some sort of immunity in civil or criminal courts??
Further, I would strongly encourage your readers, no matter how tempting it might be financially, upfront to think twice(Kenny is right; a job like this might be a windfall in the beginning but  can any job big enough that could potentially jeopardize your company's very existence?)
Thank you,
Edan

You veered off the topic of liability for camera placement a bit by introducing another topic, working for a foreign entity, in your case, a foreign government.
The foreign entity is indeed immune from US prosecution, but you are not immune. You need to know that you cannot sue this foreign entity. If they owe you money and don't pay you there is little to nothing you can do about it.  Be guided accordingly.
The rules for camera placement may actually be different in a foreign embassy; the embassy is considered foreign land owned by the country with the embassy.  While there may be procedures for collection matters it's not going to be practical, so just don't get yourself in that position.  If they want a job from you the get paid in advance.
BTW, they might sign your contract, but good luck enforcing it.
