Nice to read all the great info on your emails. The exchange is definitely of benefit to my business.
I have a subscriber with monitoring only, no service. He has a 15 year old system and recently the battery is spitting out LOW BATTERY multiple times per day. At first we attempted to call the sub to service the alarm but he does not take or return calls.
I then changed the callback options to have dispatch call the sub – to rattle some cages. The sub then put the system on test for 30 days. When speaking with the sub he tells me “we don’t use the system at all.” Then he tells me he doesn’t want to spend the money.
What does one do with a customer such as this? Cut him loose? Ignore him?

If the subscriber is making his payments then by all means you can continue the monitoring service.
You should deal with the low battery signals because your central doesn't want to be bothered by them daily. You should write to the subscriber explaining that his system is sending the low battery signal throughout the day and that the central station cannot continue to be inundated with the signals. You should offer to go in and reprogram the system so that low battery signals are no longer sent out, and that should be documented in your letter. Alternatively you can offer the sub a new battery. You don't mention whether this is intrusion or fire. Since the sub claims not to be using the system I assume there is no fire protection, because if there is then you should explain to the sub that he doesn't have to set the alarm for the fire protection to be working.
If you want to get rid of the sub then, if no contract, terminate. You'll still have to visit the premises to stop the signals from going to your central. If your central doesn't care about the signals then you can also tell them to disregard the low battery signals and let the sub know that you won't be reporting that condition any more until the battery is replaced.

Continuing conversation on invoicing a client after building burns down
When a building burns down , it seems the same to me if your house burns down you still have to pay the mortgage. If you lease a vehicle and you total the vehicle you still have to pay the balance of the lease. So, why do our alarm customers always treat alarms differently and expect that we will release them from their contract ? No response necessary , just something to ponder.

In your response below you refer to a non listed residential account. I have dealt with certified systems in commercial applications but not in residential. I am not familiar with listed or non listed residential accounts. It is the material used, whether it be residential or commercial, that is labeled or listed with a third party testing laboratory, i.e. UL, ETL etc. This material, whether it be the panel, transformer, wire, motion detectors, window contacts, wireless transmitters etc. are tested and listed for their intended use and comes from the manufacturer with the appropriate labels. A burg panel, for instance, is tested to UL1023 for residential burglar alarm use and is labeled as such. By adding all of these components together, it can be approved as an assembly or system when sold in a package. I once had a company ship me residential panels with transformer included, which were and still are a listed panel by itself. However, the company chose to use a different transformer than the one that was used during the testing procedure. The next shipment of panels came without the UL stickers on the panel because the company changed the system package from the original listed item. In some areas of the country where inspections are not regular or even required this may not be an issue. In our area, the first thing an inspector looks for is equipment listings, whether is it burg, fire, access or camera equipment. The NEC states that "all conductors or equipment permitted by this code shall be approved." Note the word "all". The word "approved' in the code means that it is acceptable to the authority having jurisdiction. However, being that the AHJ's are usually a very conservative group, they are looking for that third party listing sticker.
