       This blog is a great resource because it provides such a wide range of knowledge to be shared. I enjoy following the discussions and always leave feeling I have a better understanding of the alarm industry. I usually resist chiming in because most of the topics are not related to my corner of the world. However, I believe I can help to bring this topic into focus. Unfortunately I have not been able to respond until this morning due to power outages and post storm issues. I am sure many of your readers in the Tri-state area are tied up replacing batteries and resetting systems.
      The term Approved has not been used by UL for well over forty years. At some point prior to my joining the UL the term was used to describe products that had been evaluated and found in compliance with the applicable UL Standard. However because the word might have been understood to mean more than the assessment of the construction and, in the case of alarm products, performance of the product the term was replaced with Listed. Today Approved is used in some NFPA Codes, Standards and Recommended Practices to indicate the acceptance of a practice, product, configuration of an installation or service by an Authority Having Jurisdiction. Of course as most everybody knows in the case of fire alarm systems that is the person that has the responsibility to determine compliance with the NFPA document. An AHJ for a fire alarm system may be the local code official, a Fire Marshal, or a representative of an insurance company; or all three. If we were discussing commercial burglar alarm systems the AHJ is typically a representative of an insurance company, but in some cases it may also be a local code official such as an electrical inspection, etc.
      With regard to UL’s use of the term Listed, it describes products that have been evaluated and found in compliance with the applicable UL Standard. An alarm service company (ASC) may also undergo an evaluation by UL as a provider of alarm service and become Listed in one of the Alarm Certificate Service categories. In both cased the name of the manufacturer or service provider appears in our On Line Certifications Directory (http://database.ul.com/cgi-bin/XYV/template/LISEXT/1FRAME/index.html), with a link to each category under which the manufacturer or service provider has a Listing. The specific model numbers of products or locations from which service is provided is displayed when the links are opened. On the early side of the digital divide this information was found in a list in a product directory, thus the name Listed. It is important to note the term has specific meaning regarding UL’s work, thus the first letter is always capitalized when used by UL. However when the term in used in NFPA publications such as NFPA 72, it is not capitalized and is used generically to describe “Equipment, materials, or services included in a lost published by an organization that is acceptable to the AHJ and concerned with evaluation of products or services, that maintains periodic inspection or production or listed equipment or materials or periodic evaluation of services, and whose listing states that either the equipment, material, or service meets appropriate designated standards or has been tested and found suitable for a specified purpose. So any NRTL that has the applicable standard in their scope of recognition by OSHA could list products. However, it is important to note the NRTL program is for standards that are used to test products and does not apply to the assessment of service providers such as alarm service companies.

      The indication that a particular product is Listed is of course, a Listing Mark affixed to the product.
      Another term that may be of interest to readers of this blog is Certificated. This is a term used by UL to describe an alarm system for which a UL Alarm System Certificate has been issued. In some ways the alarm certificate is analogous to the UL Mark that is affixed to a product. It is a declaration by the ASC named on the certificate that the system was installed and is receiving service in compliance with the applicable Standard(s), or NPFA 72 in the case of a fire alarm system. Not all alarm systems serviced by a Listed ASC are issued UL Alarm System Certificates, thus the existence of an active certificate is a key factor for determining the service is in accordance with the applicable Standard(s).

 I have heard UL Auditors state that UL doesn’t “Approve” anything in the alarm business and we should not use that word relative to UL listed equipment or services. From UL’s website, they state:
 UL certifies, validates, tests, inspects, audits, and advises and trains. We provide the knowledge and expertise to help customers navigate growing complexities across the supply chain from compliance and regulatory issues to trade challenges and market access. In this way, we facilitate global trade and deliver peace of mind.

 HMMM, home is where the heart is and I’m sure you’d prefer to be there. Not having all the answers and although my house is a long way from yours you’d be welcome to bunk in here.  Here in Port Hardy it rains a lot, probably 100 inches a year but it’s good for the trees, rivers and provides fresh water for everything. We get a skiff of snow every now and then, clear skies with sunlight from time to time and clear skies to marvel at the universe in the evenings, sometimes. Ultimately further to that we all need food, clothing , shelter and the company of loved ones,---------and sometimes there’s chocolate.
 It was fascinating to read your item on the million dollar fine. If everyone of those 1100 employees sold just one customer a day at $100 per contract (using 200 working days a year) that would accrue 88,000,000 over four years.  Please correct me if my perception is a bit skewed but that’s a lot of money, again however if all operating costs are factored in there could still be a significant nest egg somewhere.
