QUESTION: CCTV AND SMOKE DETECTORS - NON COMPLIANT SYSTEM

Ken,
    A client wants to purchase a CCTV system from us, along with 2 Smokes, to be connected only to a relay on the DVR, to trigger a text message notification to the building owner should they detect smoke. The smokes will NOT be connected to any monitored FA system. What are your thoughts on this, and what forms should be completed from a liability perspective?

    You are either going to use the Commercial All in One or the Residential All in One.  You will also use the Disclaimer Notice.  You will have to include language in your contract that the system is non compliant with AHJ, NFPA 72, local code, industry custom and standards, industry regulatory laboratories, and against your advice to install a proper fire alarm system.  For that you will need the Fire All in One.
    There is nothing wrong with installing the CCTV system and the text alert forew the subscriber.  You will need to make clear exactly what the system does.  The Disclaimer Notice and provisions in the All in One will make it clear that other equipment and services were available.  However, CCTV is not regulated, no AHJ application or permit is required for the system you describe.
    The smoke detectors are another matter.  You can't run the risk that the subscriber thinks you are installing a fire alarm system.  Make that clear.  Since the notice goes to the subscriber and not a central station, and since you're not going to refer to it as a fire alarm system. you can probably do the installation.  
    Having said all that, I'm not sure why you'd want to bother doing business with this subscriber.  You're not going to make any money on RMR unless you are using one of the manufacturer vendors for the text messenging.

    Let Jason know this is a big "NO WAY".  There are many issues that come into play.  The school cannot guarantee that a hacker wont enter the system and post the consumers pictures on the web.  Furthermore, better clear it in writing from OMRDD, OPWDD, and OFPC........  The answer is NO..!! (in NY)
