This has been a very positive move in getting those who pencil whip their reports held accountable for their erroneous negligent activity; we at Cal-West promote this third party oversight. California contract law since 2008 re-assigned governance and oversight of construction workers to the construction companies via the CSLB and its relinquishment of the Apprentice Ship Program Oversight; construction companies are to report each other for violations with photographic evidence. All of this can be found on the CSLB and DIR websites; most significant penalty for not reporting violations is invalidated contractor insurance coverage by the state of California. Now, who is going to prove Company A knew Company B is in violation and did not report? We at CWFAS are all for this oversight and think there should be more (independent private sector) oversight. In most cases we believe the building inspectors need to answer to a third party Independent Oversight Committee made up of engineers, contractors, architects, and Realtors. Almost all the jurisdictions we work in are going this route. We basically pass the fee (actually a bit more than the fee) on to the subscriber. The “add” to the fee covers some time for my staff to do the uploading, etc. Have had ZERO blow back from the subscribers. Why fight it --- out of our control.
