            Generally yes, though some employees may qualify for exemption, for example under the Americans with Disability Act if they can show that the vaccine was contraindicated for them.  Employers may also have to consider accommodating some employees, especially if they are in a “protected” class.
            My guess is that we are going to see new employment laws over the next few years; keep alert.

Company vehicle and travel pay

            We are considering making a policy change to allow our technicians to take home their vehicles and dispatch straight from their house to their first job each day.  We are looking at this primarily to combat non-efficient work hours. 
            The question is when they actually clock in for work.  
            I have been told that they clock in when they arrive at their first stop because leaving their home and driving to the first stop is commute time and is no different than driving from their house to the office where they would then clock in.  Likewise, clocking out would occur when they leave their last stop to head home.  
            I’ve also been told that they clock in when they leave their house and clock out when they return to their house.
            Can you advise on this issue?

            I don’t think either of the suggestions you’ve been told are accurate.  The employee does not clock in when leaving the house or when arriving at the job, and reversing the process at the end of the day.  Employees are to be paid for travel, even in a company vehicle, but the employer should deduct the normal travel time that employee would experience coming from home to office.  Thus the deduction would be different for each employee based on the employee’s normal home to office commute.
            Permitting use of a company vehicle raising lots of issues and they should be addressed in either the employee’s Employment Agreement or Employment Handbook.
