We have called the client, told them they have added an expense without our approval, and would need to be compensated accordingly . 99% of the time the client agrees to the increased fee . This third party agency may be fulfilling a service for the client, but I disagree with their tactics. You asked for input on the Fire Alarm Reporting Services. I am an Advocate for a Company called TEGRIS. They work in the territories our company services. I have to admit I did not appreciate them at first but have come to value them. What they have done for the AHJ’s by supporting them as well as increase Life Safety systems to be on line, making sure inspections are done timely, and making sure deficiencies are completed, frankly is amazing. Just as important it has helped my company and others in our industry increase monitoring of Fire systems , Inspections , T&M work , Deficiencies with AHJ support get approved by a reluctant owner of the Building which increased LIFE SAFETY within the communities we serve . Hate to admit it but I was being short sighted. When I talk to AHJ’s I make sure to talk about TEGRIS. I know that there are other companies that are out there. To the AHJ on KK’s list check it out. It may allow you to concentrate on other activities but also provide this service to increase the LIFE SAFETY Mission in your Community. I asked Jim Ribail Vice President of TEGRIS to explain the service and his response follows. Mike Miller Moon Security ***** Mike An AHJ of a jurisdiction has a lot of roles. One part of their job is ensuring ITM is happening for commercial properties. The timely reporting of system inspections and following up on deficiencies is a time-consuming part of their job. Most AHJ’s are understaffed, and often lack the tools to follow up on ITM reporting properly. One real challenge is how reporting is sent to an AHJ. All of them require that reports are to be submitted to them. The issue is that all contractors typically use a different method of reporting and submitting reports. Some contractors will e-mail in reports at the time of inspection or in batches. Other contractors will send in hard copies of reports. Either way, an AHJ has to decipher each report and determine if the inspection was done correctly and if any deficiencies need to be addressed. With thousands to tens of thousands of systems in a jurisdiction, it is a daunting task for an AHJ to keep on top of. In addition, one AHJ or Fire Prevention department will have hundreds of contractors reporting to them daily. Keeping on top of that and ensuring follow-up on deficiencies is handled is overwhelming. TEGRIS Fire is a cloud-based software system that streamlines the ITM and deficiency follow-up process. All parties from the AHJ, Contractor, and Building owner are all on the same platform. TEGRIS notifies all parties when a system is due for inspection. TEGRIS also tracks deficiencies determined by the contractor and AHJ until they are repaired. TEGRIS Fire uses a summary report that is filled out by the contractor and submitted to the AHJ. This gives the AHJ one place to disposition all reports coming in. It also tracks any deficiencies that the AHJ wants to be repaired. Where TEGRIS Fire is used, there is an increase in systems available for contractors to inspect, and deficiency repair rates go up dramatically. Communities can benefit from a better insurance rating. Building owners can send in the completed reports to their insurance companies. Deficiencies are tracked until repairs are completed. Systems are inspected on the property testing schedule. All of this leads to a safer community for everyone. One company is close to your home town. Joe Sacchetti Catskill security systems ********************* Ken, Regarding: "knowing full well that it was federal funds behind this project, who would incur the liability of violating the proposed FCC prohibition" (1) If federal funds are being used this is a violation of NDAA 889, an enacted law, not a proposed action. (2) Since that would be a violation of the law, the contractor can notify the government entity of this and the entity would almost certainly modify their RFP or they could contact us at IPVM and we could draw sufficient attention to ensure the RFP applies to US law.
