            Funny timing for me to read your response on this one.  This morning I was having a conversation with a customer and helping them through the steps of getting their alarm permit and I told her that I thought it was a "rip-off" for revenues just like the red light cameras. 
            What made me think and say that to her was because I was reading the city's website while talking to her and noticed that payments should be sent to "City of Burleson Alarm Program" and mailed to a different address that doesn't belong to the City of Burleson, located in Irving, TX.  Paying the fine or fee at the City Hall doesn't seem to be an option.

            I remember that before Texas outlawed red light cameras seeing instructions for different cities on how to pay that read similar, something like "City of Burleson Red Light Program" (which was basically another entity besides the City with a different remit to address)
            Maybe if the right person here in Texas could bring a lawsuit that the permit scam is the same scam as the red light scam, they would have some luck.

            I agree completely.  These are revenue raising expenses enforced by the municipalities' police powers.  I suspect that many municipalities farm out the program to private business, leaving, in my opinion, many opportunities for corruption and nepotism. 
            Are we reaching the point in this country where alarm systems and alarm services are going to be considered a luxury for the privileged, and as such they should be paying for their First Responder services? An argument could be made for that if First Responders had separate divisions that were assigned and available to respond to alarms, either with priority or exclusively.  Absent priority or exclusivity municipalities have a lot of nerve charging alarm customers and alarm companies for the privilege of protecting themselves and their customers.  That use to be a government responsibility.
