Anyone know if it’s legal for the fire/police dispatch to utilize an auto attendant? Some of the authorities around here force you to wait for this automated recording to explain which key to press to speak with a dispatcher. This increases the time it takes for an operator to contact a human to report an alarm. This adds time to the 90 seconds allowed to contact the authorities.

Not sure where you got the 90 seconds from, but seems to me that the clock stops running once you connect to the police or fire alarm, even if that connection is answered by an auto attendant.  If the police and fire departments are causing the delay in response it’s not your fault or responsibility, and the Fire All in One [and other All in One agreements] makes that clear.
If anyone knows of a UL or NFPA or other regulatory agency that deals with this specifically, please let us know.
