Ken,
          I have a question.  Not sure if it’s OK for me to contact you this way?
          On older obsolete fire alarm addressable panels.  Is it OK to add, move, program changes the fire alarm system? Are they still UL listed? We should always be looking to upgrade the systems.  But, is it against UL or something to work on existing obsolete systems?

          In almost all jurisdictions fire alarm systems are installed pursuant to building code or fire department issued permits.  Permits generally require Plans and Specifications, and those generally need to meet building code and fire laws.  SO the simple answer is that you shouldn’t be making changes to the fire alarm system without following formalities that were required when the system was installed.  That actually, is going to be the wrong criteria.  When you go to change the fire alarm system you are likely to be required by the AHJ to bring the fire alarm system up to code.  A grandfathered system is probably only tolerated as long as it works and no changes are made.  You might get lucky so that a Fire Marshal permits you to swap out one non-working piece of equipment for an identical part, or if really lucky a similar product that will work in its place. 
          Unlike other types of alarm systems and services fire alarms are usually required by law, carefully regulated and compliance enforced.  Always best to ask the Fire Marshal if in doubt; many of them are helpful.
